As you may know, netdev conf is organized and run by the community - and locations with community presence are always preferred (because it reduces our costs). One location that has come on/off many times in discussion is Iceland. The problem is nobody seems to know anyone who lives there. If you have any connections or know someone who may be remotely interested in helping us figure out the logistics to run the next conference in Iceland, please unicast me.
